Authors have conducted a series of investigation on resident evacuation from the tsunami expected to hit the regions, by personal interviews to 381 residents in 82 districts of 25 cities and towns in Ehime, Kochi and Tokushima Prefectures in Shikou region. Moreover, a comparative study was carried out in Iwate and Chiba Prefectures as well. This paper discusses the triggering of evacuation of residential people in the three Shikoku prefectures.

This survey was carried out through an analysis of the contents read from outline documents downloaded from the relevant website, in terms of assumed disasters, activity type, relation with curriculum, expected achievement, and so on. The type of education is mainly a temporary event such as evacuation drills.

The ratios of the number of evacuees to that of residents necessary to be evacuated were extremely low. Authors have conducted a preliminary investigation on resident evacuation from the tsunami expected to hit by individual interviews to 53 residents in 23 districts of 6 cities in Ehime and Kochi prefectures. This paper reports the result of the investigation.

This paper reports the anti-disaster activities of each institute and the process of collaboration until this establishment. After understanding those situation, the paper discusses the efficiency of collaboration with a local university for establishing disaster education initiative and potential key issues for development of a sustainable curriculum with materials and methodology for disaster education in Japanese compulsory schooling system.

Althogh seismic intencities in Cities of Matsuyama and Uwajima were announced to be IV as per JMA scale of that time, any detailed follow-up survey seems to have been done under rebuilding from the devastation due to fierce air assult covering the cities in the ending term of Waorld War II. Similar situation is speculated in other areas in Ehime Prefecture. Thus, we conducted a series of activity of collecting narratives of earthquake experience through group interviews to estimate detailed distribution of seismic intencities in the areas.

The objectives of this paper are to report examples of utilization of them for educational campaign on disaster preparedness activity of local community with enhancement of sense of community among three generations in Hisayoshi district of Ainan Town, Ehime Prefecture.

Their consciousness is anticipated to be strongly related to understanding of seismic safety with regard to their own houses and community. Then, this relation is studied based on questionnaire surveys for participants in an inter-regional forum including lectures and workshops on earthquake disaster prevention. In particular, a method of evaluation of seismic safety of house is proposed. This paper shows the survey results and demonstrates the efficiency of the proposed method. In addition, some kinds of cognitive bias in the understanding and consciousness are revealed by the analysis of the questionnaire results.

Therefore, in order to promote development of local government's BCP, authors conducted a questionnaire survey and a group-interview on attitude toward the development with local governments participating in Organization of Kansai Unity (OKU). The results of the survey reveals that only a few governments has made financial and organizational preparation and that many are expecting a variety of BCP's effect from the municipal viewpoint. Finally, authors propose development of system for exchange of know-how and cooperation among the governments, involvement of advisory people and organizations, and support for the leading authorities by the central government.

Authors have experienced a series of the workshops held in cities and towns in Ehime Prefecture in 2004 from the viewpoint of running workshops. This paper reports the outline of the activities in these workshops and summarizes the technique of management of workshop on hazard mapping with involvement of local residents.

We simulated the tsunami inundation of Ainan-town at Hisayoshi area and made the animation and hazard map of the tsunami on the basis of the simulation result, for the purpose of that the inhabitant of Hisayoshi area understands the inundation dangerous degree by the tsunami. The animation and hazard map that we made showed it to the inhabitant as the disaster prevention information of Hisayoshi area. As a result, the animation and hazard map were effective in workshop on tsunami hazard mapping by residents.

Appropriate routes should be decided by the residents with the help from a town officer for disaster management This paper discusses the seismic safety of evacuation routes from the view point of vulnerability due to damage to housing and walls along paths in residential area, and due to slope failure and rock falls along evacuation routes based on site investigation.

In these workshops, held in Uwajima City and Ainan Town in Ehime Prefecture, the members instructed participants how to map tsunami hazard in the resident's area and lead the participating residents to discuss evacuation routes. This paper studies the communication among the residents during discussion on choosing proper evacuation routes, analyzing sentences and phrases written on labels for their presentations in the end of the workshop by using text mining technique. As a result, the interests of the participants in terms of tsunami disaster concentrated on terms related to evacuation route, evacuation place, tools for evacuation, and so on.

This paper describes the outline of these workshops, the response of the participants and the findings through the entire experience including comparative questionnaire survey on understanding the role of tsunami hazard mapping by both participating and not-participating residents.

Compared with the estimated loss in Ehime Prefecture in the result of the seismic damage evaluation in Japan by forthcoming Nankai earthquake, big difference is shown between the two and the importance of the fragility curve for wooden houses is illustrated in the overall evaluation on the seismic damage. Furthermore, the interpretation on the result of the seismic damage evaluation and the continuing education of it is encouraged.

When the sampling of erupted sand is appropriately performed, the erupted sand can provide substantial information on liquefied layers. Moreover, since such a sample is easily obtainable from the liquefied site, reasonable evaluation of the liquefiable grain size distribution based on a large number of samples is possible. In this study, using 823 samples obtained from liquefied sites due to 13 earthquakes, the following aspects were examined: 1) the difference in grain size distribution between samples taken from young aged grounds (e. g., reclaimed lands), and samples taken from grounds composed mainly of Holocene deposits; 2) the properties of grain size distributions of the erupted sands; and 3) comparison with the conventional criteria of grain size distribution of liquefiable soil. It was found that there exist finer limits in the grain size distribution of liquefiable soils for young aged ground and Holocene deposits, respectively.

In this paper, the development of portable suspended wave-guides and their application results are discussed compared with the result of conventional inspection methods. The comparison verifies the effectiveness of the proposed method. Furthermore, the comparison between direct AE measurement on pile and indirect measurement with wave-guide suggests the characteristics of AE wave transformation through ground.

However, such effectiveness of sand boils as an index has been questioned, since several observation results of sand dikes excavated in ruins revealed that the grain size distribution of soil in sand dikes differs from that in liquefied layers. In this study, the authors investigated the physical properties of soil in sand dikes, the mechanism of sand dike formation, and the relationship between sand dikes, sand boils and liquefied layers at three sites having liquefied during two earthquakes. As a result, soil particles in sand dikes were found sorted, being coarser in the lower part, and did not coincide with the grain size distribution of the soil particles in the liquefied layers or in sand boils. However, the grain size distribution of soil in sand boils was similar to that in the liquefied layers.

Elucidation of the proposed wing-pile with a pile-top displacement reduction effect is presented by showing results of a series of shaking table tests and comparing between a wing-pile and a normal pile. A reduction factor of pile top displacement of wing pile is studied related to magnitude of an input motion, density of ground, mass of pile top and cyclic mobility appearance. Magnitude of a reduction factor is about 0.8, which is same as a pile in compacted ground.

On the other hands, damage of pile foundation is likely not investigated because of economical and technical reasons. A new damage-inspection method for concrete piles damaged by an earthquake has been developed using AE waves emitted from damaged portions of piles. In this paper, a principle of the proposed method, background and hypotheses of this method are discussed. Then, a principal applicability of the proposed method is demonstrated by some laboratory tests. A field applicability is shown by field tests conducted onto real piles broken by a big earthquake.

In this paper the liquefaction resistance of the sand layer of the site was compared with the layer around the site. The study was carried out using the following procedures: 1) statistical analysis of SPT N-value around the site, 2) Swedish sounding in situ, 3) comparison between tested resistance by undisturbed sampling and estimated resistance of the layer. It was concluded that a low-liquefaction resistance part exists in relative abundance in the upper part of the Tokyo formation sand layer.

For the ground, fundamental frequency during the strong event is lower than those before the event and those after the event are equal to before. Otherwise, for the smokestack, fundamental frequency during the event is much lower than those before the event, but those after the event are lower than before. The ground is reversible, but the smokestack is nonreversible. Nonlinear behavior of the ground and the smokestack are discussed not only on measured data analysis but also on numerical analysis results by a Penzien-type model adopted for the design of this smokestack.

Sand dikes, fissures and a landslide were recognized as earthquake traces. According to site investigation, sounding and soil analysis for grain size, heavy metal and diatom, it was confirmed that source of supply of sand dykes was Tokyo Formation sand layer which is Pleistocene. The earthquakes induced the traces was specified from stand points of archaeology, seismology and geotechnical earthquake engineering. It was shown that Pleistocene, so called diluvial deposit, which had been thought hard to liquefy, could liquefy under severely strong motions.

Such lands are made of weathered granite, “Masa-do”, which has been believed anti-liquefiable. Authors carried out many cases of shaking table tests to model ground set up in shear container with erupted “Mass-do” under horizontal and vertical excitation. Objectives of the experiments are to simulate the actual behavior of reclaimed lands for the following issues; (1) liquefaction and settlement characteristics, (2) influence of vertical excitation, (3) ground motion amplification, and finally to evaluate the ground motion in both aspects of liquefaction and seismic design code. The test results can elucidate an outline of the actual liquefaction behavior.
